- NEW YORK – The New York Rx Card is a new program created for the residents of New York. This is a free prescription discount card open to all residents. There are no age limitations or income requirements; everyone is eligible for this program. The New York Rx Card Program was developed to help the uninsured and under-insured afford prescription medications. People with insurance can use this program if they have high deductibles or are in need of non-formulary drugs that insurance plans do not cover.
